Who needs a licence?

\n

Electronic money is considered to be a financial value which is directly stored in an electronic means of payment, that is a claim vis-à-vis the issuer, and that is convertible vis-à-vis an existing fiat currency. The characteristic features of electronic money are an electronic money carrier and the possibility of this money existing independently off-line. This typically involves prepaid cards and vouchers, payment wristbands, virtual vouchers, digital tokens, certain payment systems or wallets (GoPay, GooglePay, etc.). There is a volume limit of issued electronic money 5 mil. EUR. You don't need any capital.
